NEW YORK - Gov. Andrew Cuomo has announced tougher new penalties for drivers caught texting behind the wheel.
The new penalties include an increase from three to five points on an offender's license with a possible suspension.
The governor is also calling for a summer-long crackdown on texting-while-driving.
The new rules and extra enforcement will take effect tomorrow.
